Retaining incompetence
I don’t know whether Michael Brown, former head of FEMA is fully responsible for all the idiocy and incomptence on his watch, or simply partially responsible. It is however clear that he was ill-prepared for the job, unqualified and little more than a political payoff for service.
So why is he being retained as a consultant for FEMA?
